GRES-2 is being constructed on the western coast of Sakhalin in accordance with the Decree of the President of the Russian Federation Vladimir Putin in order to replace the retired power capacity and ensure the stability of the island’s energy system during peak load periods.

The Fund will allocate up to RUB 7 bn to develop the transport, utility, and production infrastructure required to operate the power plant with an installed capacity of 120 MW. The infrastructure facilities make part of the single technological complex required to operate Sakhalinskaya GRES-2. They will be erected concurrently with the construction of the power plant.

Implementation of the project will enhance the reliability, safety, and stability of the isolated energy system of Sakhalin in severe weather conditions without any utility connections to the unified energy system of Russia. The project will make it possible to fully replace Sakhalinskaya GRES (that has exhausted its lifespan), create the energy basis, and overcome the infrastructural limitations to stable, reliable and failure-free power supply and social and economic development of Sakhalin.

The new power plant is scheduled to be commissioned by the end of 2018. Implementation of the project will ensure GRP growth of RUB 31 bn and receipt of RUB 8 bn in additional tax revenue until 2027 (inclusive). 432 new jobs will be created.

The Fund’s involvement will make it possible to reduce the estimated economically sound electricity tariff for consumers by around 4.5%.
