Over the years of working at the Russian Government Executive Office, Marina Romanova was supervising the preparation of Russian socio-economic development programmes and draft federal budget laws, management of government property and investment policy, including public-private partnership and concession agreements, development of SME support mechanisms, promotion of competition and update of anti-trust legislation, state support for exports of domestic products and placement of orders for state and municipal needs.

Vadim Semenov

Born on August 21, 1965 in Leningrad.

In 1987, he received a degree in law at the Leningrad State University of the Order of Lenin and the Order of the Red Banner of Labour after A. A. Zhdanov.

After graduation, he started working in his specialty, and was responsible for legal issues in public institutions and organizations for many years, namely: in 1997, in Delta-Telecom Russian-American Joint Venture, in 1997–1999, in Delta-Telecom CJSC, from 1999 to 2002, in the “North-West GSM” (OJSC) Russian-Finnish-Swedish-Norwegian company.

In June 2002, he was elected a Member of the Auditing Committee at Telecominvest OJSC (for a year).

In 1999–2003, he rendered legal support under a number of key transactions for the consolidation of cellular operators into a single company, which included eight regional operator companies (Sonic Duo, Ural GSM, Mobicom-Kavkaz, Mobicom-Center, Mobicom-Novosibirsk, Mobicom-Khabarovsk, Volzhsky GSM, and MSS-Volga Region OJSC). 

In 2002–2008, he was the Head of the Legal Department and the Legal Director at Megafon.

In 2008, he joined the Advisory Council of the Information Policy, Information Technology and Communications Committee at the State Duma.

In 2008–2009, he worked at Elektrogaz OJSC.

In 2009, he became a Corporate Development Advisor to the CEO of Rostelecom Holding. 

From August 2010, he was the Vice President for Legal Affairs and Corporate Development of Rostelecom. He was a Member of the Company’s Management Board.

In 2010–2013, he was the CEO of Svyazinvest.

In 2013–2015, he was the Chairman of the Board of Directors at Rostelecom.

Currently, he is a Member of the Board of Directors at Rostelecom PJSC and the Head of the Supervisory Board at Avtodor Group.

In early 2019, it became known that V. V. Semenov would lead the joint venture being established by Rostelecom and MegaFon to develop the 5G communications standard in Russia.
Arkady Pinchevsky

Born on January 31, 1955 in Chisinau 

In 1976, he received a higher education degree at the Ion Creanga Pedagogical State University in Chisinau.

In 2005, he received his second higher education degree at the Moscow University of International Business at the Russian Foreign Trade Academy.

His work experience has been continuously related to Russian Far East. In Soviet times, he worked at enterprises of the Khabarovsk Region for more than 15 years, in 1998–2000, he was the Deputy CEO of the Khabarovsk Oil Refining Plant, later, in different years, he filled various offices of state civil service: an Assistant Governor of the Sakhalin Region, the Vice Governor of the Sakhalin Region, the Head of the Representative Office of the Sakhalin Region at the President of the Russian Federation, the Government of the Russian Federation and the Federal Assembly of the Russian Federation, he was an Assistant to the Minister of Regional Development of the Russian Federation D.V. Kozak, supervising the work of the Ministry in the Russian Far East.  

He took part in the work of the governing bodies of state-owned companies and corporations, i.e. he was a Member of the Board of Directors of State Corporation All-Russian Exhibition Centre OJSC (now VDNKh), a Member of the Competent State Authority for the Sakhalin-I Project and the Supervisory Board for the Sakhalin-II Project, the Chairman of the Board of Directors of Kristall Moscow Plant OJSC, a Member of the Board of Directors of Khabarovsk Oil Refining Plant OJSC. 

In 2015–2018, he was the Deputy CEO at TEK Mosenergo JSC supervising a group of construction companies. 

Since September 2017 till present, he has been the Chairman of the Supervisory Board at the Far Eastern Development Fund Non-Profit Organization.

Anatoly Bobrakov
Deputy minister

Anatoly joined the Fund in March 2012. Anatoly is responsible for corporate and legal issues, private-piblic partnership, and legislative activities, manages the cooperation with regional and federal authorities, and also works as a Secretary of the Board of Directors of the Fund. Anatoly has over 12 years’ experience in legal and support of investment projects and corporate management.

Artem Dovlatov
CEO

Artem Dovlatov was born on June 1, 1979 in the Moscow region.

Artem graduated from the State University of Management in 2000 and the London Business School under the Executive MBA program in 2016. Artem is Ph.D. in Economics.

He had been working in top Russian companies: Aeroflot, Siloviye Mashiny, held senior positions in VTB Bank and Sberbank. In 2016 he joined the VEB.RF team, where he held the position of Deputy Chairman and CEO of VEB-Leasing.

Artem awarded a gratitude of the Russian Federation for great contribution to the development of the domestic financial and banking system (2018).

Mikhail Polkovov
First Deputy CEO

Prior to joining the Fund in February, 2015, Mikhail led the largest foreign trade association "Scan-Neva" (the main branches of businesses: export of round timber, wood products, cereals, imports of food and ingredients for the food and pharmaceutical industries, transportation). Mikhail has over 25 years of management experience and has held various executive positions in major Russian companies, was responsible for their financial, economic, foreign economic activity.

Alexander Grigoryev
Vice-president, Deputy CEO for Finance

Prior joining the Fund in May, 2015. Alexander was a CFO at y Quantum Capital, where he was responsible for the managing of the financial operations of the company, participated in the analysis of new investment projects and executed financial control over the activities of portfolio companies. Previously, as CFO of the investment fund United Capital Partners was behind the construction of the structure of investment funds. Alexander has also worked at the investment bank United Financial Group, where he was responsible for the preparation of management reporting, internal audit and external audit of the group companies in accordance with IFRS. Alexander started his professional career in international consulting company Ernst & Young, and participated in the audit and comprehensive audit of the banking, investment and industrial sector.

Denis Askinadze
Vice-president

Prior to joining the Fund in November, 2014, Denis has held a number of senior management positions at energy and infrastructure companies ("TGC-1", "Lenenergo", "RusHydro", "E4 Group", Inter RAO). In 2006-2008 Denis headed the Department of Tariffs and Infrastructural Reforms, Ministry of Economic Development and Trade of the Russian Federation.

Kirill Berman
Vice-president

Kirill graduated from Pacific National University. He is finalist of the competition "Leaders of Russia 2019".

He joined FEDF in 2019, he heads the Department of Digital Technologies and Industry Transformation.

Kirill has been working for more than 15 years in information technology. He began his career in 2005 at the Pension Fund of the Russian Federation in Khabarovsk Krai. In 2011 from the position of Deputy Head of the Information Protection Division of the Pension Fund of the Russian Federation in Khabarovsk Krai, he transferred to the Government of Khabarovsk Krai. Since 2015, he held the post of First Deputy Minister of Information Technologies and Communications of Khabarovsk Krai – Head of the Department of Multimedia and Special Information Technologies. Since February 2019 he held the post of Minister of Information Technology and Communications of the Khabarovsk Krai.
Magomed Gekhaev
Vice-president

Magomed joined the Fund in September 2020. He heads the Department of Strategic Analysis and Planning.

Magomed had been working at Far East Investment and Export Agency as Deputy CEO and was responsible for the development of projects on the continental shelf of the Russian Federation. Magomed worked at such companies as KPMG, Deloitte, Gazprom Neft as well. Magomed has experience in audit and financial consulting, in conducting complex geological and economic assessments of offshore projects.

In 2011 Magomed graduated from the National Research University Higher School of Economics with a degree in management, from the European Business School with a degree in management, in 2013 from The University of Buckingham with a degree in enterprise management, as well as the University of Project Management under the offshore project management program.

Magomed is finalist of the competition "Leaders of Russia 2018-2019".

Petr Shelakhaev
Vice-president

Petr Shelakhaev joined FEDF in February 2013. Previously as a Director of Investment Department he was responsible for the projects in the base material sector, infrastructure and agricultural sector of the Far East. In January 2017 he was appointed Deputy to CEO of the Far East Development Fund.

Petr has experience of many years in international investment banks as J.P. Morgan and Merrill Lynch, specializing in equity financing, M&As in different sectors.

In 2016 Petr served as CEO of the Far East Investment and Export Agency.

Dmitry Chernyshev
Vice-president, Deputy CEO for GR

Joined FEDF in May 2016. He (Dmitry) graduated from Military University of the Ministry of Defence with a degree in international-legal sphere, Lomonosov Moscow State University with a degree in law, Financial University under the Government of the Russian Federation with a degree in financial management.. Prior to joining the Fund, Dmitry worked in state-owned, industrial and consulting companies, such as Ministry of Fuel and Power of the Russian Federation, Central Office of the Government of the Russian Federation, Rosneft, Business Support Center ‘Uniservice’.

Kirill Kamenev
Vice-president

Kirill joined FEDF in May 2013. Prior to this, since 2007, he was a Head of Investment department in URALCHEM, one of the leading producers of mineral fertilizers. He was responsible for the M&As, bank financing and internal investment projects. Till 2007 had been working in investment departments of Mechel, Finam.

Has a degree of Candidate of Economic Sciences.

Alexey Davidov
Vice-president

Alexey joined the Fund in 2013. He has long experience in the infrastructure and project financing. Till 2013 Alexey had been working in infrastructure organizations of Sberbank CIB and Raiffeisen Investment AG. In 2018 he was appointed Managing Director.


Anna Venediktova
Vice-president

Anna joined the Fund in 2013 and since then she’s been overseeing the legal team supporting the Fund’s investment projects. Prior to joining the Fund, Anna had worked, for over 15 years, at top-ranked UK, European and US lawfirms and consulting companies, including Freshfields Bruckhaus Deringer LLP (2008-2013). Her focus was the support of foreign investments in various sectors in Russia and abroad, primarily structured as M&A transactions. Anna is a graduate of the Moscow State University of International Relations. She is fluent in English and has a working knowledge of Italian and French.

Leonid Balanovskiy
Vice-president

Prior joining the Fund in April 2013 Leonid worked in Corporate deals support department at KPMG. As a partner, Leonid managed projects (Financial Due Diligence) for Russian and international investors. In 1996-2003 he worked in the audit department at KPMG.

Maria Romanova
Vice-president

Prior to joining the Fund in November 2014, Maria was an HR director at the Russian Direct Investment Fund. Maria has over 15years of experience in HR and personnel management in Standard Bank, Barclays Capital, consulting company RosExpert.

Pavel Morozov
Vice-president

In 2000 Pavel graduated from the Institute of Accounting, Analysis and Audit of Financial University under the Government of the Russian Federation. Pavel has professional international qualifications: CIA (Certified Internal Auditor), FCCA (Certified Public Accountant).

Pavel has over 24 years` experience in operational internal audit, internal controls, financial management and accounting. Pavel had been working in RUSNANO Management Company, where he was responsible for internal audit of corporate functions. In 2006-2013 he worked in the risk management department of Deloitte, as a senior manager he managed projects for internal audit and improvement of internal control systems. Pavel worked in the tax and law department of Deloitte as well. Pavel worked in the audit department of BDO Unicon.

Since August 2015, Pavel heads Internal Audit Department in FEDF.

Ilya Stupin
Public relations

Prior to joining the Fund from 2002 to 2013 he worked in the "Expert" (weekly business magazine) as correspondent, special correspondent, columnist, special project editor. Industry specialization - the construction sector, development, infrastructure. Winner of several professional awards and competitions. In 2014, he worked as Head of PR in the "Lider-Invest" (AFK "Sistema" affiliated company).
