The sole shareholder of Far East and Baikal Region Development Fund is the State Corporation “Bank for Development and Foreign Economic Affairs (Vnesheconombank)” holding 100% of the Fund’s shares.
Vnesheconombank finances infrastructure and innovation projects of national significance, participating in projects called to enhance the efficiency os using natural resources, to protect the environment and improve the environmental situation. The Bank facilitates the development of SMEs in the country by implementing the national programme of financial support for SMEs, takes part in the financing of investment projects aimed at modernization of single-industry cities, backs Russian exporters on international markets, promotes the attraction of foreign direct investments in Russia.
Vnesheconombank is involved in investment projects of high priority for the national economy, which do not get adequate financial resources from the private sector by virtue of their large scale, complexity and protracted payback periods. The Bank supports projects by providing loans and credits, including syndicated credits, and by issuing guarantees and sureties.

Vnesheconombank gives priority to projects implemented though public-private partnership. In accordance with the Russian Government Resolution, Vnesheconombank acts as the Public manager of pension savings and the Government’s foreign and home debt agent.
The Bank boasts unassailable financial and business reputation in Russia and abroad. Three major international rating agencies assigned the credit rating to the Bank, which corresponds with the sovereign rating of the Russian Federation.
